Domestic Violence Counselor/Housing Advocate

Position: Domestic Violence Counselor/Housing Advocate

Hours: 37.5 hours per week

Salary Range: $44,000-$48,000

Reports To: Direct Services Supervisor / Executive Director

Basic Function: To provide crisis/support services and related housing services to victims, children and significant others of domestic violence in Elk County and Cameron County as needed.

MAJOR DUTIES AND RESPONSIBILITIES

  1. Share monthly hotline and on-call duties, as needed.
  2. Provide crisis and supportive counseling for victims and significant others of domestic violence.
  3. Provide housing information, support, and referrals to victims and significant others.
  4. Assist victims through medical and legal issues and provide advocacy.
  5. Prepare a safety and service plan for every victim receiving services.
  6. Provide legal and medical accompaniment and transportation to victims as needed.
  7. Provide intake services for individuals who are in need of support services and who need assistance in accessing the service system. This includes, but is not limited to, the processing of Rental Assistance applications, relocation and/or any housing related applications and/or services.
  8. Assess service needs, and discuss with the client of available and acceptable service options.
  9. Provide follow-up and on-going counseling to victims.
  10. Provide counseling and support to children, both individually and group.
  11. Plan and implement recreational, educational and growth oriented activities for individuals and families.
  12. Provide counseling and support to shelter guests in regard to their children.
  13. Act on behalf of child victims by interacting/networking with other agencies and area school systems.  
  14. Consult with ED, DSS, HM, and other staff and volunteers regarding victims (Case Management).
  15. Provide information/referrals to victims for child care in crisis situations/court/medical appointments, if needed.
  16. Provide coverage in shelter, if needed.
  17. Maintain a non-judgmental attitude when working with diverse population of victims and significant others of domestic violence and sexual assault.
  18. Organize and staff on-going group counseling/parenting programs for victims of domestic violence and sexual assault, if needed.
  19. Assist in CAPSEA’s volunteer training, as needed.
  20. Maintain confidential case files on victims, children and significant others, as required by funding sources.
  21. Complete monthly statistical reports of victims, children and significant others to funding sources in a timely manner as required in the statewide data collection system.
  22. Complete shelter intake forms/packets and shelter exit assessments, when necessary, for shelter guests.
  23. Keep apprised of legal and sociological changes that affect CAPSEA, Inc. and the population we serve.
  24. Perform all other duties deemed necessary by the Executive Director and Direct Services Supervisor.

QUALIFICATIONS

  • B.A. degree in a human service field and have coursework in child development and behavior management or comparable related experience.
  • Must have experience/education working with adults and children in crisis and be familiar with Trauma Informed Services.
  • Must possess the ability to counsel in crisis and maintenance situations.
  • Must possess excellent interpersonal skills and show a concert for men, women and children’s issues.
  • Must have the ability to work closely and share responsibilities with co-workers in a team environment.
  • Must be familiar with Trauma Informed Services.
  • Must be able to work independently.
  • Must be able to provide transportation to victims, if needed and when such transportation  is a direct result of or for domestic violence/sexual assault.
  • Must have a valid Pennsylvania drivers license and be willing to transport victims.
  • Successful completion of the mandatory 80+ hours of domestic violence and sexual assault training.
  • Complete minimum 10 hours of annual training.
  • Must have the ability to work flexible hours.
  • Must be able to obtain Act 33, Act 34 and FBI clearances.

Residential Advocate/Case Manager

Position: Residential Advocate/Case Manager

Hours: 37.5 hours per week

Hourly Wage: $14.00 – $18.00 (Hourly wage – Non-exempt)

Reports To: Shelter Supervisor

Basic Function: To deliver victims, children and significant others of domestic violence, sexual violence and victims of serious crimes crisis and trauma informed supportive services in shelter and in an office setting as needed.

MAJOR DUTIES AND RESPONSIBILITIES

  1. Share monthly hotline and on-call duties, as needed.
  2. Facilitate and participate in daily efficient and safe shelter activities and maintenance to include, but not limited to:
    1.  Daily housekeeping in both the shelter and office area to assure sanitary conditions and upkeep of the facility.
    2. Must be capable of lifting/moving in excess of 20 pounds.
    3. Monitor the needs of victims and supplies of the shelter.
    4. Sorting, organizing and storing donations.
    5. Reporting all needs and problems to the Direct Services Supervisor or their designee.
    6. Monitoring Shelter Guidelines.
    7. Provide shelter security checks during each shift.
    8. Supervise resident chore assignments and their completion
  3. Log daily activities, concerns, problems and safety issues via email.
  4. Provide crisis intervention, counseling and support to victims and children in shelter.
  5. Must maintain a non-judgemental attitude when working with all victims and significant others of domestic violence and sexual assault.
  6. Complete shelter intake forms and exit interviews, when necessary, for shelter guests and/or as needed.
  7. Complete case notes in shelter files and other pertinent paperwork.
  8. Enter data into the Efforts to Outcomes (ETO) database, as needed and required.
  9. Answer the office phone and provide direct services as needed while on duty.
  10. Attend staff meetings, in-service training and related professional training and activities as directed by the Executive Director and the Direct Services Supervisor.
  11. Coordinate with staff to ensure consistent delivery of services.
  12. Provide assistance with Protection from Abuse Orders and follow up as needed.
  13. Provide transportation for victims if needed.
  14. Perform any and all duties deemed necessary by the Executive Director and the Direct Services Supervisor and/or Shelter Supervisor

QUALIFICATIONS

  • Must be willing to work nights, weekends and holidays as needed/scheduled.
  • Must hold a minimum high school diploma/GED.
  • Must be familiar with Trauma Informed Services.
  • Must be reliable to report to work when scheduled.
  • Must be capable of outdoor work and light maintenance. (i.e. mowing, weeding, power washing, raking, snow shoveling, painting, etc).
  • Must be able to work independently and unsupervised.
  • Must be able to handle emergency situations.
  • Must have the ability to work with a diverse group of people while maintaining a non-judgmental attitude.
  • Must be familiar with all services provided by CAPSEA, Inc.
  • Must have the ability to work closely and share responsibilities with co-workers in a team environment.  
  • Must possess a valid Pennsylvania drivers license, have access to an insured vehicle and be willing to transport victims while on duty, if needed.
  • Must successfully complete the mandatory 80+ hours of domestic violence and sexual assault training.
  • Complete minimum 10 hours of annual training.

Housing Manager

Position: Housing Manager

Hours: 37.5 hours per week

Salary Range: $45,000-$50,000 

Reports To: Direct Service Supervisor

Basic Function: The Housing Manager reports to the Direct Services Supervisor. The Housing Manager/Supervisor leads a team of housing staff and caseworkers and has the overall responsibility for all aspects of implementing the housing contracts through CAPSEA, Inc. The Housing Manager/Supervisor ensures a level of excellence and oversight in service delivery particularly in the areas of case management, locating housing, and intake/assessment/follow-up.

MAJOR DUTIES AND RESPONSIBILITIES

  1. Leading, directing, supervising and providing  support for CAPSEA’s  housing staff
  2. Ensuring all requirements of the program contracts are met including program accreditation/compliance, case management standards, spending,  and reporting
  3. Evaluating and improving systems/processes by ensuring best practices are utilized and standards of excellence in service delivery are met
  4. Managing the hiring process of housing program staff and volunteers
  5. Ensuring new housing staff and volunteers receive both orientation and program specific training
  6. Collaborating and communicating with other programs and external partners of CAPSEA, Inc.
  7.  Other duties as deemed necessary and assigned by the D.S.S. and/or E.D. 
  8. Monitor services for continuity and continued appropriateness.
  9. Evaluate the effectiveness of the programs/services provided.
  10. Evaluate housing staff on effectiveness of programs/services/goals.
  11. Provide office coverage and services as needed.
  12. Attend staff meetings, in-service training, and attend related professional training and activities as directed by the Direct Services Supervisor and/or the funding sources(s).
  13. Maintain a non-judgmental attitude when working with individuals and all victims and significant others of domestic violence, sexual assault, homeless and crime victims.
  14. Must complete a minimum of 10 hours of update training per year or more, if funding source(s) require more training.
  15. Assist with the mandatory 80+ hour training of volunteers and staff, if needed.
  16. Ensure confidential case files of victims, children, and significant others are properly maintained,
  17. Ensure that monthly statistical reports of victims, children, and significant others in housing programs are being entered and maintained, (HMIS comparable database).
  18. Ensure that all potential housing recipients are entered into the Coordinated Entry system and followed.
  19. Complete Annual Reports and all related reports to funding sources, as required.
  20. Complete intake forms and exit interviews, when necessary, for housing clients.
  21. Perform any and all related duties as requested by the D.S.S. and/or Executive Director.

QUALIFICATIONS

  • Bachelor’s Degree in Human Services/Social Work, plus a minimum of two (2) years experience or comparable background and experience.
  • Must be able to work independently.
  • Able to work with the public and have good oral and written communication skills.
  • Must successfully complete the mandatory CAPSEA, Inc.’s 88+ hours of training in Domestic Violence, Sexual Assault, homeless and crime victims.
  • Must have a valid PA driver’s license, access to a vehicle, and be willing to transport victims if needed.
  • Must have the ability to work flexible hours.
  • Must be able to obtain Act 33 and Act 34 clearances.
  • Must be able to obtain FBI Clearance (fingerprinting).
